DVDL Announces A Historic Milestone during Women's History Month

Grand Cayman, Cayman Islands – 21 March 2025, 

In celebration of Women’s Month, the Department of Vehicle and Drivers’ Licensing (DVDL), under the Ministry of Planning, Agriculture, Housing, Infrastructure, Transport & Development (PAHITD), proudly announces the hiring of its first full-time female vehicle inspector and driving examiner. This milestone highlights the Ministry’s ongoing efforts to foster gender equality and create inclusive opportunities within traditionally male-dominated sectors.


Julissa Avila, an experienced Licensing Officer, has advanced as a full-time vehicle inspector and driving examiner, marking a significant step towards breaking barriers and empowering women in the field. Her role will contribute to DVDL’s efforts to ensure road safety and improve the quality of service for all drivers. Ms. Avila will be a valuable asset in ensuring that the vehicle inspection process remains thorough, efficient, and customer-focused. Ms. Avila will play a key role in enhancing DVDL’s service delivery, helping to further improve the quality of service for all drivers.


Ms. Wendy Fisher, Operations Manager at the Department of Vehicle and Drivers’ Licensing, expressed her enthusiasm around the milestone: “This achievement is a powerful testament to her professionalism and unwavering commitment to excellence. She has demonstrated remarkable dedication to growing within DVDL, paving the way for future opportunities for women in traditionally male-dominated fields. This year’s International Women’s Day campaign theme, Accelerate Action, emphasises the importance of taking decisive steps to achieve gender equality. As the Ministry of PAHITD and DVDL continue to make strides, Ms. Avila’s achievement serves as a reminder that opportunities for women are expanding in every industry, including those where they have traditionally been underrepresented.
